Designing a Mobile Flood Warning Application for the Charleston, SC Region

The goal of this project, funded by the South Carolina Sea Grant Consortium, is to develop a map application that shows current and predicted street inundation across Charleston County, South Carolina. In Charleston global warming and climate change is seen as Flooding of roads and property. This flooding is made worse by the rainfall from storms that pass thru the region. My portion of the project has been to examine several sources of precipitation data. Data from the National Oceanic and Atmospheric Administration, the National Weather Service, crowdsourcing websites, and proprietary agencies are being investigated to help create GIS raster layers of rainfall that can be used to generate runoff models to better delineate flooding in the region.

The best data sources for use in the grant funded App are being chosen based on a variety of factors, including their accuracy, resolution, and refresh frequency. Once chosen, the selected data sources are reformatted into a format that can be integrated into an ArccGIS environment. As a data Scientist it is my role to work with the subject matter experts to provide data (information) that can ensure the success of the project. A portion of the research has included working on the interface that will house the App, as well as, comparing methods costs and utility of App building platforms which will be used to share the final product to the greater Charleston region.
